Job Title: Human Resource Manager
Location: Maiduguri, Borno
Employment Type: Full-time
Reporting to: Executive Director
Proposed Start Date: January 2022
Purpose
- The Human Resource Manager’s main job description is to lead and direct the routine functions of the Human Resources department which also includes coordinating the administrative functions of CATAI as well as oversee the recruiting, interviewing and hiring of new staffs, consult with top executives on strategic planning; serve as a link between CATAI’s management and its employees in addition to enforcing its policies and practices. This position is a project based full-time.
Key Responsibilities
- Implement staff regulations and related policies; proposing change when necessary, in order to ensure on-going compliance with national labor laws. Monitor compliance with CATAI policies and procedures and legal framework at the field level.
- Ensure a complete orientation package is in place and that all staff are oriented on time.
- Identify and recruit new and replacement staff including scheduling of contract extensions, new contracts and necessary terminations.
- Work closely with the Finance Manager to ensure operational plans and budgets.
- Assist in the establishment of a payroll structure and payment procedures for staff.
- Work closely with and provide support to the Security Officer/Manager to: Ensure staff know how to identify health risks in the region, how to protect against illness, injury and stress, and how to obtain support or medical treatment. Initiates and oversees the implementation of a Psychological Support Program.
- Ensure that security measures are practiced and enforced to maintain as possible a safe and secure working/ living environment for CATAI staff.
- Identify partnerships and advise the Executive Director on the type of partnerships to pursue their long-term benefits to CATAI.
- Prepare job descriptions, terms of reference and submission of personnel requisitions in coordination with Line Managers/Supervisors and necessary personnel.
- Ensure pertinent organigrams, contact lists, and information flow lines are constantly updated and widely shared.
- Assess training and development needs of staff and provide appropriate induction and orientation, training, supervision and support as required. Ensure all staff, always have adequate access to HR/Administrative policies and procedures.
- Monitor and uphold staff conduct and discipline and organize regular performance evaluations of all staff. Ensure that exit interviews/ debriefs are prepared at the end of service.
- Identify and maintain relations with relevant local and global networks that can advance CATAI’s visibility, positioning, and relevance in humanitarian work.
- Participate in partnership discussions, ensuring that CATAI’s niche and contribution is always felt and is significant.
- Support Project officers to develop meaningful partnerships for service delivery for developing referral pathways and for responding to emergency situations.
- Regularly advise the Executive Director on any imminent and foreseeable developments (political, social, competition, policy) in the national operational environment and their impact on operations.
- Ensure all staff understand individual and collective responsibilities for safety and security.
- Compile completed appraisals, update the performance appraisal tracking sheet at field level and submit to appropriate personnel.
- Prepare monthly and mid-month cash forecasts for HR related expenses.
- Maintain Partnership Relations and build Networking.
Essential Criteria
- Minimum of Bachelor’s Degree in HR Management, or Social Sciences, or related discipline preferred.
- At least three (3) years of consistent and professional experience across all HR disciplines, including employment, benefits, compensation, employee relations, training and development, conflict resolution.
- A sound knowledge of employment laws and human resources best practices.
- Demonstrated skills in human resources management. Certificate in HR management is desirable.
- Strong interpersonal skills
- Languages Required: English.
- Must be comfortable explaining complex technical & procedural requirements in a non-technical manner.
- Knowledge of MS office Suite (proficiency in Excel is an added advantage) ; comfortable working with minimal IT support.
- Ability to work in a stressful environment, taking initiative & prioritizing multi tasks with minimal supervision.

Job Title: Community Engagement Officer
Locations: Gwoza and Ngala – Borno

Purpose
- This position main task is to monitor the implementation of educational activities of CATAI in schools and within the community of project implementation.
- S/he works under the supervision of the Education Manager.
- The Community engagement officer supervises the work of incentive teachers and volunteers, including their capacity building.
- S/he is responsible for the quality and safeness of activities delivered in schools under his/her supervision, according to the mandate, commitments, and standards of the project. This position is a project based full-time.
Job Responsibilities
- Liaises and interacts regularly with children and youth, parents, teachers and the community in order to promote understanding and acceptance of CATAI Education activities.
- Promotes awareness on Education issues within the community and disseminates means to raise concerns and feedback.
- In collaboration with, and under supervision of the Community Engagement Manager, proposes education and outreach activities and planning, according to expressed needs by educational staff, including headmasters, teachers, and Departments of Education (DoE), as well as children’s wishes and needs.
- S/he ensures punctual implementation and follow up of data collection, s/he is in charge of ensuring proficient utilization of education databases and ensures volunteers.
- S/he in identifying capacity building needs among educational staff, the community, and other professionals relating to child protection and positive discipline in schools; including the identification of possible training participants and/or focal points.
- Supervises teachers and coordinates volunteer teachers in order to ensure effective, safe, stimulating and quality implementation of formal and non-formal educational activities.
- Monitors and ensure’s incentive teachers on the job, as well as build a respectful and non-stressful environment for children and the community.
- Prepare activity schedule and monitor compliance under the supervision of the line manager.
- S/he is supporting rehabilitation and distribution to schools’ activities, by analyzing needs, proposing tailored intervention, leading assessment and surveys.
Essential Criteria, Knowledge and Experience
- University Degree in Education, Social Sciences, or a relevant field.
- At least 1 year of progressively responsible experience in education, case management or other related area, with a minimum of 1 year work experience with NGOs.
- Strong cross-cultural communication and resilience skills.
- Able to establish and maintain effective working relations with people of different cultural backgrounds.
- Good facilitation and capacity building skills.
- Analytical and computer skills including Word, Excel, Outlook and PowerPoint.
- Ability to work under pressure.
- Languages Required: English.
- Understanding of Hausa and Kanuri is an added advantage.
- Experience in facilitating activities with children, youth, parents and the community.
- Good command of English is essential, basic Hausa and Kanuri is of added value.

Job Responsibilities
- Manage and monitor Program coordination and implementation.
- Support project officers to understand the CATAI Strategic Plan and how to link it to their projects.
- Ensure that all project initiatives and interventions developed are directly derived from and linked to specific thematic areas and objectives as outlined in the strategic plan.
- Working with the Executive Director to ensure that all projects have clear and functional procedures and systems for learning, knowledge development, impact assessment, and human resource management.
- Maintain Partnership Relations and build Networking.
- Identify partnerships and advise the Executive Director on the type of partnerships to pursue their long-term benefits to CATAI.
- Identify and maintain relations with relevant local and global networks that can advance CATAI’s visibility, positioning, and relevance in humanitarian work.

- Provide mentorship and capacities building to Project officers to enable them to acquire essential competencies in project management.
- Work with the Executive Director on issues of strategic growth, organizational development, and institutional strengthening.
- Ensure that all projects are receiving adequate professional support from BOD.
- Add value to project management systems and service delivery structures.
- Support in the recruitment of project staffs.
- Identify training needs of project staffs.
- Support Project officers to develop meaningful partnerships for service delivery for developing referral pathways and for responding to emergency situations.
- Regularly advise the Executive Director on any imminent and foreseeable developments (political, social, competition, policy) in the national operational environment and their impact on operations.
- Work with the Finance & Administration Manager to ensure that all management systems are sensitive and responsive to change; can anticipate risk and manage change effectively.
- Support the Executive Director to organize BOD meetings, taking notes, managing schedules and committee business.
- Enhance report writing and ensure reporting templates and data collection tools are developed for each project.
- Build capacity of Project officers in report writing and support them to ensure timely reporting to donors and partners.
- Work with the M & E to ensure that reporting templates; data collection tools and progress monitoring tools are developed for each project and systematically utilized.
- Work with the Executive Director to ensure that each project receives adequate and regular support supervision from partners and internally from the Project Manager.
Essential Criteria, Knowledge and Experience
- Bachelor’s Degree in any of the following fields; Social Sciences, Social Work, Psychology; Development Studies or related field.
- Ability to maintain expected performance in diverse contexts, potentially challenging environments and physical hardship conditions with limited resources.
- Excellent interpersonal skills, the ability to communicate clearly and effectively and build relationships at all levels, taking into account cultural and language differences and sensitivities.
- Excellent skills in written and spoken English and effective Report Writing skills
- Computer literacy including Microsoft Office software, emails, internet, excel is an added advantage.
- Ability to manage and track project cycles.
- At least three years of consistent and demonstrable experience managing a portfolio of multiple projects in at least three of the following program areas; Education, gender base violence, child protection/ mental health and Psychosocial support, peace building, or any related program area.

Job Purpose
- This position’s main task is to steer a vibrant M&E Component that will ensure quality assurance support in relation to monitoring, evaluation, and impact assessment of Project activities under this Partnership.
- The incumbent will ensure a high-level quality tracking of all performance measurement indicators and reporting according to the various project requirements.
- The position will be responsible for data collection, storage, and analysis and reporting and will be responsible for ensuring that the capacity of the project is enhanced. This position is project based full-time.
Job Responsibilities
- Lead in the consolidation of the M&E framework for the project activities
- Carrying out M & E support function to the programmes i.e., guide monitoring of the program’s progress and to ensure that the goals and objectives are met, in an approach that gives focus to quality partnerships and addresses the needs of the program target group
- Provide quality assurance support to the Programmes
- Facilitate development of appropriate project monitoring tools, plans and indicator tracking matrices.
- Ensure that the information necessary for regular M&E of project activities is collected and analyzed and in accordance with donor reporting needs.
- Develop, maintain and update M&E database for ease of retrieval of information for reporting and other programming decisions.
- Advise on the strategic program development by contributing to the successful implementation of program objectives. This includes development of systems for planning, management and review of operations
- Support the programme teams in production of timely and accurate reports to meet reporting requirements of donor and other partners.
- Participate in the assessment design of CATAI
- Lead in the writing of regular M&E report briefs
- Represent CATAI in various forums and interact with relevant stakeholders.
- Plan and organize appropriate M&E capacity building trainings/interventions for staffs.
- Coordinate with Sectors IMs to complete data quality assessments and external evaluations.
- Lead and support programme team and partners to conduct periodic project performance reviews and to effectively utilize and share M&E based information. This will include identification of lessons learnt and best practices from their work, and to draw plans to implement action points on emerging issues in order to achieve informed programming and desired outcomes.
- Other duties and responsibilities assigned by the line manager.
Essential Criteria, Knowledge and Experience
- A University Degree in International Policy, Social Science, Statistics, Mathematics, Demography, Sociology and related disciplines international development studies or other relevant degree or equivalent experience.
- 2 to 3 years of progressively professional and practical experience in the field of Monitoring and Evaluation.
- Experience in facilitation and training in data tools, data collection, surveys compilation, analysis and management of M&E database for effective reporting.
- Excellent interpersonal skills, the ability to communicate clearly and effectively and build relationships at all levels, taking into account cultural and language differences and sensitivities.
- Excellent skills in written and spoken English and effective Report Writing skills. Fluency in Hausa Language is an added advantage.
- Computer literacy including Excel, Microsoft Office software, emails, internet.
- Demonstrated high level of conceptual and analytical thinking skills.
